I think I finally found a solution to this bug. Looking at the attachments in this bug report, I noticed that “This is my pulseaudio daemon. I have A-Link SU51 usb sound card and problems with sound quality. This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers.

Also, if you could test the latest upstream kernel available that would be great. A patch contains changes to an Ubuntu package that will resolve a bug, however that attachment doesn’t appear to be one. It is very interesting how same sound card is working perfectly with that Acer laptop but causes so much problems with my HP Compaq machine. This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the ‘needs- upstream- testing’ text.
Please let us know your results. But even more interesting is that if I open glxgears in terminal, rasping sound stops immediately and when I close glxgears window rasping sound strikes back. For future reference you might be interested to know that a lot of applications have bug reporting functionality built in to them.
